Notice of and Consent for School Counseling Services: RESPONSE REQUESTED FROM ALL FAMILIES

Humble ISD is dedicated to the safety, well-being, and success of all students, staff, and visitors. As part of our commitment to transparency and compliance with state law, we are providing this notice in accordance with Texas Senate Bill 12 (Texas Education Code §26.009T), passed by the 89th Texas Legislature. This new law is designed to give parents and guardians a greater role in decisions regarding their child’s health and well-being at school. SB 12 requires school districts to notify parents/guardians and obtain written consent before certain mental or behavioral health services are provided, such as suicidality or self-harm screeners, rating scales, or other assessments administered by school counselors, psychological service providers, or other qualified staff.

In accordance with law, the District must notify parents of staff services related to school counseling and give parents the opportunity to opt out before those services are provided to their child.

School counseling services are more fully explained in board policy FFEA, and student mental health is covered in board policy FFEB. Information about threat assessments can be found in board policy FFB.

All District employees:

  • Shall report alleged abuse or neglect of a student as required by law; and

  • May verbally inquire about a student’s daily well-being without parental consent.

District employees and contractors will not provide assistance with social transitioning.

Under state law, a child may consent to counseling for themselves as it relates to suicide prevention; chemical addiction or dependency; or sexual, physical or emotional abuse.

Routine Counseling Services
State law requires school counselors to provide the following services as part of a Comprehensive School Counseling Program:

  • A guidance curriculum to help students develop their full educational potential, including the student's interests and career objectives.

  • A responsive services component to intervene on behalf of any student whose immediate personal concerns or problems put the student's continued educational, career, personal, or social development at risk.

  • An individual planning system to guide a student as the student plans, monitors, and manages the student's own educational, career, personal, and social development.

  • System support to support the efforts of teachers, staff, parents, and other members of the community in promoting the educational, career, personal, and social development of students.

School counselors routinely provide the following services:

  • Advise students and their parents regarding the importance of postsecondary education, coursework designed to prepare students for postsecondary education, and financial aid availability and requirements;

  • Early mental health prevention and intervention;

  • Building skills related to managing emotions, establishing and maintaining positive relationships, and responsible decision-making;

  • Substance abuse prevention and intervention;

  • Suicide prevention, intervention, and postvention;

  • Grief-informed and trauma-informed practices;

  • Positive school climates, meaning the quality and character of school life, including interpersonal relationships, teaching and learning practices, and organizational structures, as experienced by students enrolled in the District, parents of those students, and personnel employed by the District;

  • Positive behavior interventions and supports;

  • Positive youth development; and

  • Safe, supportive, and positive school climate.

Parental Consent
Under state law, an employee or contractor of the District must obtain the written consent of a child’s parent before the employee or contractor may conduct a psychological or psychiatric examination or test, or psychological or psychiatric treatment (“mental health-related services”), unless the examination, test, or treatment is required under law. Completing this form with a response of NO will constitute an opt out of the services listed below.

These terms are defined by law:

  • “Psychological or psychiatric examination or test” as a method designed to elicit information regarding an attitude, habit, trait, opinion, belief, feeling, or mental disorder or a condition thought to lead to a mental disorder, regardless of the manner in which the method is presented or characterized, including a method that is presented or characterized as a survey, check-in, or screening or is embedded in an academic lesson.

  • “Psychological or psychiatric treatment” means the planned, systematic use of a method or technique that is designed to affect behavioral, emotional, or attitudinal characteristics of an individual or group.

A parent may opt-out of mental health-related services annually, and consent may be revoked or reinstated at any time with written notice signed by the parent. Please note that opting out may have a negative impact on students who are struggling emotionally.

A parent may not opt out of the following:

  • School district emergency responses;

  • Law enforcement or Department of Family and Protective Services activities;

  • Behavioral threat assessment required by law; or

  • Other rights or duties required by law, including the Texas Family Code.

Under state law, before administering a student well-being questionnaire or health screening form to a student, the District will provide a copy of the questionnaire or form to the student’s parent and obtain the parent’s consent to administer the questionnaire or the form.

Should the District recommend additional mental health care or the completion of a form or questionnaire, the form will be provided to the parent and consent obtained before the form or services are provided to the student.

Please complete the Counseling Consent Form to Opt-In or Opt-Out of school counseling services by Monday, September 15, 2025.

Notice of and Consent for School Health Related Services: RESPONSE REQUESTED FROM ALL FAMILIES

Humble ISD is dedicated to the safety, well-being, and success of all students, staff, and visitors. In accordance with passage of SB 12 from the Texas 89th regular legislative session, Humble ISD must provide parents with written notice of each school-based health-related service offered at the campus their child attends. A parent has the right to withhold consent for health-related services. These routine services promote student safety, wellness, and readiness to learn. The services may be provided by qualified school staff, including but not limited to nurses and athletic trainers. This consent does not take the place of an individualized health plan, 504 plan, or other legally required documents.

Consent given through this form is effective during the current school year, including summer school, ESY, and Humble ISD camps in the summer following the current school year, unless revoked earlier. Please understand that all students without a returned form, starting on September 2nd, 2025, will not be able to receive routine school health related services until consent is received. The link to provide consent can be found at the bottom of this letter.

Routine Health-Related Services Provided at Your Child’s Campus:

  • Illness and injury assessment/evaluation and support for injuries and illnesses including first aid, comfort measures and minor treatments

  • Monitoring and administration of prescribed treatments/procedures related to health conditions (e.g., asthma, diabetes, seizure disorder, etc)

  • Administration of prescription and/or over-the-counter medications in accordance with laws, policies and procedures (In Humble ISD, medication administration requires separate written parent authorization and may require MD authorization in addition to this consent.)

  • Vision, hearing, scoliosis and acanthosis screenings according to state requirements (Per TDSHS, if opting out, legal guardians must submit the required medical documentation or notarized affidavits referenced in the TAC rules for school screenings that are required by the state.)

  • Immunization documentation review

  • Untoward behavior assessment

  • Lice screening

  • Coordination of health services

Any additional health-related services that the campus may believe are necessary and appropriate will necessitate separate written consent unless during an emergency or as allowed by law.

Arrival & Dismissal Information

Thank you for showing patience and grace during the first few weeks of school as students and parents learn our WHE Arrival & Dismissal procedures. Typically we cut down our time each day throughout the first week!! Our system really does work well if everyone follows the process and traffic flow. Be sure to take a few minutes to read over the WHE Arrival & Dismissal Processes below, look over the traffic patterns on the maps and ask questions for clarification as needed. A few reminders:

  • We do not turn left into the front or back parking lots during active arrival & dismissal. When that happens, the lines on the street back up.

  • Keep your dismissal tag visible for our staff on duty to refer to until your student is in your vehicle.

  • Remain in your vehicle at all times. We have safeties and adults to help open and close car doors.

  • Do not block crosswalks in the front or back parking lots.

  • Please avoid blocking the LOADING ZONE on Plum Valley, as this is our bus, daycare and our special needs pick up area.

  • No U-Turns or cell phones!

We appreciate your cooperation and assistance in keeping everyone safe.

Cafeteria Information

Parents are welcome to drop lunch off in the front foyer for students or have lunch with their students on campus using our guest lunch tables. All parents, guardians and visitors who wish to have lunch with their student must bring their ID - as visitors must check in with the front office to obtain a visitor's badge. Please be respectful of the following procedures when visiting WHE for lunch:

  • Visitor badges must be worn and visible at all times when you are in the building!

  • Lunch guests are required to sit at the special "guest" tables located in the center of the

    cafeteria and should only sit with their child.

  • Lunch guests may not walk around the cafeteria to visit with other students and may not

    share/purchase food for any other students except their own.

  • In order to avoid crowding, visitors may be asked to wait in the front foyer until it is lunch time

    and are asked to stay only for their students' lunch time.

  • All visitors must check out with the front office when lunch is over.

Breakfast Reminders: If your child is having breakfast at school, please try to get here no later than 7:45 so that students have enough time to go through the line, eat and get to class by morning announcements. FYI - WHE is NOT open for breakfast visitors at any time during the school year.

Office News You Can Use

All visitors should use the front doors and check in with the WHE Front Office upon arrival to campus. Please be prepared to provide your identification/license to our receptionist when visiting WHE. All visitors must wear their WHE Visitor badge in a visible place while in the building, and must check out with the front office upon departure.

In order to maintain safety and not disrupt our learning environment, guests are only permitted to visit the specific area they have signed in for. This may include the main office, clinic, meeting rooms, cafeteria, or other designated areas. Visitors are not allowed on our playgrounds during recess, and may not visit classrooms or academic spaces without prior authorization from WHE administration. Thank you for helping to keep our campus safe!

Forgotten items and/or lunches can be dropped off in the front foyer. Please let the front office know that you have dropped something off, and make sure that the item is clearly labeled with your child's name & teacher/grade.

Attendance Matters

Regular attendance is critical to learning in the classroom. When your child is absent from school, please note the following important reminders. Parents should inform the school within 48 hours to mark the absence as excused using one of these options:

  • Completing the Online Absence Excuse Form;

  • Calling the WHE Absence Line, available (24 hours) 281-641-1519;

  • Send in a paper note to the attendance office, or take a photo with your phone and send it to the attendance office; or

  • E-mail the WHE Attendance Specialist at: kristine.dwight@humbleisd.net

For medical or dental appointments:

  • Please obtain a note at the appointment. Upload the doctor’s note into the Online Absence Excuse Form, or

  • Turn the note into the attendance office within 48 hours of the absence.

Those back to school germs have hit hard and fast. I am seeing sore throats, body aches, and A LOT of congestion in the clinic. COVID and the Flu have already been reported. Please remember if your child has a temperature equal to or greater than 100 degrees they need to remain home until they have been fever free for 24 hours without the use of fever reducing medications. Please do not give your child fever reducing medications and send them to school, this just continues the spread of illness. If you have any questions or concerns please do not hesitate to contact me!

Gifted and Talented Referrals

Parents who wish to refer their child for Gifted and Talented services should complete the referral in the online portal on the Advanced Academics website. This portal will only be open during the referral window and will include parental permission to test, evaluate, and receive gifted program services.  Referral dates are below.
