Hi Cardinal Family!
My name is Richland Fobbs and I am excited to be your child's school counselor! I have been in public education for 11 years with 6 of those years being a school counselor. I earned my bachelor's degree from Xavier University of Louisiana and my graduate degree from Texas Southern University. My favorite part about being a school counselor is building meaningful relationships and supporting the growth and development of our students.
My goal as your school counselor is to build strong relationships and support the whole child by providing high-quality guidance lessons, short-term group counseling, short-term individual counseling, and personalized support. I am committed to collaborating with families, staff, and community partners to help ensure the success and well-being of our students.
I am a passionate advocate for our children. I am dedicated to helping them grow and teaching them essential life skills they will use every day. Our students are the future, and I am committed to providing the love, education, and support they need to reach their fullest potential.

As the school counselor at Fall Creek Elementary, I envision a school where every student is supported through guidance lessons and personalized counseling to become a confident, well-rounded individual prepared to thrive in a rapidly changing world. Through strong partnerships with families and the community, I aim to nurture the whole child and create a safe environment that promotes academic growth, emotional well-being, and responsible citizenship. Students will learn how to work together, solve problems, share their ideas clearly, and take care of their personal growth as they explore their own path in today’s connected world.
FCE Counselor’s Mission
As the school counselor at Fall Creek Elementary, I am dedicated to supporting the whole child through a comprehensive, data-informed, and personalized counseling program. In collaboration with staff and families, I will provide guidance lessons, small group sessions, and individual support to help every student grow academically, socially, and emotionally. I work to encourage students to take ownership of their decisions and actions throughout their educational, career, and social journeys. By fostering strong relationships and using a proactive approach, I strive to empower students to overcome challenges and succeed in school and in life.
School Counseling Services
Counselors are essential educators and mental health professionals in the school system. We are growing graduates by teaching educational, career, personal, and social development at all ages!
In Humble ISD, we believe in a personalized approach to counseling. Each elementary student will receive one individual meeting each year with their counselor. In these meetings, students will explore their goals and aspirations, and discuss the options for their personal path in Humble ISD. Additionally, counselors will be working with students and teachers in the classroom to provide additional avenues for student success. This partnership gives Humble ISD students a unique approach to meeting their personal goals, career pathways, and setting them up for success.

The purpose of 1:1 individual meetings is to provide a more personalized counseling experience to students across the campus. These meetings provide a whole child approach to ensuring that students are identifying their own strengths, goals, and challenges, while also building connections at school, home, and within the community. The individual meeting allows counselors to personalize continued support as needed throughout the school year.
This quarter your school counselor will be meeting with 3rd and 4th grade students.

Suicide Awareness and Prevention Walk
Humble ISD Counseling & Behavioral Services is hosting a Suicide Awareness and Prevention Walk
Thursday, September 18, 2025
6:00–8:00 PM
Turner Stadium
Join us for an evening of hope, healing, and support as we walk together to raise awareness about suicide prevention and mental health.
This free community event brings families, students, and staff together to reduce stigma, share resources, and remind one another—we are not alone.
There will be a guest speaker, community resources, and food available for purchase.
No cost to attend.
Credit by Examination (CBE)
What is Credit By Examination or CBE? Texas allows students to test, in order to receive credit for a class, or to skip a grade level. These tests are provided by Texas Tech University, and are called Credit By Examination, or CBEs.
